About the Position
We are seeking an experienced Permit Engineer based in Dubai, with comprehensive knowledge of Dubai Municipality regulations, Dubai Building Code, building permit procedures, and approval requirements of all relevant Dubai authorities. The successful candidate will be responsible for managing the complete authority approval process, coordinating with government departments, ensuring regulatory compliance, and obtaining all required NOCs, permits, and completion certificates for our projects.

The candidate must have practical experience dealing with the following authorities, as applicable to project location and scope:
A candidate who has established professional relationships with relevant Dubai authorities and can independently manage the complete permitting process from initial design submission through final building permit and project completion.

About the Position

Key Responsibilities
- Manage and coordinate all building permit applications and authority approvals in Dubai.
- Have strong working knowledge of Dubai Municipality (DM) regulations, procedures, circulars, and Dubai Building Code.
- Coordinate with all relevant authorities, government departments, utility providers, and master developers.
- Review architectural, structural, and MEP drawings to ensure compliance with authority requirements before submission.
- Prepare, submit, monitor, and follow up on authority applications until final approval.
- Coordinate with design consultants, contractors, project managers, and technical teams.
- Manage authority comments, technical clarifications, resubmissions, and approval tracking.
- Ensure timely issuance of building permits, construction permits, NOCs, and completion certificates.
- Maintain an updated database of authority requirements, submission procedures, regulations, and applicable fees.
- Advise management and engineering teams on regulatory requirements and potential approval challenges.
- Monitor changes in Dubai regulations and authority procedures.
- Prepare weekly and monthly authority approval status reports.

- Dubai Municipality (DM)
- Dubai Development Authority (DDA)
- Trakhees / PCFC
- Dubai Integrated Economic Zones Authority (DIEZ)
- Dubai Civil Defence (DCD)
- Dubai Electricity and Water Authority (DEWA)
- Roads and Transport Authority (RTA)
- Dubai Civil Aviation Authority (DCAA)
- Dubai Land Department (DLD), where applicable
- Dubai South
- Dubai Silicon Oasis
- Dubai Healthcare City Authority, where applicable
- Telecommunications providers – du and Etisalat
- Master Developers and Community Management Authorities
- Sewerage, drainage, irrigation, and infrastructure departments
- Other relevant government and semi-government authorities.
A candidate who has established professional relationships with relevant Dubai authorities and can independently manage the complete permitting process from initial design submission through final building permit and project completion.

Qualifications & Experience
- Bachelor's degree in Architectural Engineering.
- Minimum 5 years of relevant experience in Dubai.
- Strong knowledge of Dubai Municipality regulations and Dubai Building Code.
- Proven experience in obtaining building permits and authority approvals.
- Familiarity with Dubai Building Permit System (DBPS) and relevant authority portals.
- Ability to interpret architectural, structural, and MEP drawings.
- Excellent coordination, communication, and problem-solving skills.
- Strong English communication skills; Arabic is an advantage.
- Ability to manage multiple projects and meet approval deadlines.
