1. PRIMARY PURPOSE:
- Review EPC Contractor Planning & Scheduling / Cost Procedures. - Review EPC Contractor’s Planning & Scheduling / Cost reports to assess credibility, areas of concern and propose action to mitigate slippages and claims by Contractor.- Visits Site and liase with Construction Management Team to ensure all factors are taken into consideration in the assessment of planning and scheduling and cost reporting .- Deal with V.O.’s
2. DUTIES AND RESPONSIBILITIES:
Reviews and comment the Planning and Scheduling and cost related procedures as proposed by EPC Contractor for the Project. Negotiate with Contractor in order to finalize Procedures meeting the requirements of the Contract. Review the EPC Contractor’s proposed Project Schedule (using Primavera) and provide comments/negotiate the development of a detailed schedule that meets the Contract requirements.Ensures that Progress Measurement requirements are included and properly reflected in the detailed schedule.Reviews the monthly reports produced by the EPC Contractor analyse and assesses schedule progress, delaying factors, slippages, areas of concern. Uses Primavera P3 in analysing the reports.Identifies critical activities, floats, slipped activities to ensure they are reflected correctly by Contractor in the reports and investigates reasons for slippage.Coordinates with Dolphin’s Main Office with regard to the Interface Dates with other Dolphin EPC Contractors, and planning requirements to achieve the overall Dolphin Project’s completion dates.Monitors activities of Dolphin PMT and flag slippage to Team membersReview all internal reports produced by the various Project Management Teams, in order to identify areas of concern and recommend action to mitigate these concerns.Review the Risk Analysis reports performed by the EPC Contractor and assess the outcome.Prepares the weekly and monthly reports on behalf of the Project Management Team, liasing with all parties to ensure that all inputs are taken into consideration.Provides support to the Contracts function in defending against EPC Contractor’s claims and variations requests.Reviews Subcontractor’s Schedules to assess credibility, and alignment with EPC Contractor’s own schedules.Review the Three Month Construction Schedules to ensure that such detailed schedules are in Line with the Level 4 / 5 Construction Schedules.Using Primavera P3, analyse the monthly report of EPC Contractor.Schedule risk analysis.Adheres to the legislative requirements of all countries where the DEL project operates. Maintains the highest ethical standards in dealing with all persons. Preserves loyalty by working for the exclusive benefit of DEL throughout the duration of the assignment.Supports the rest of the team and proposes alternative courses of action, wherever possible, to facilitate efficient project progress. Participates in regular meetings to keep abreast with all issues relating to the Dolphin Project. Discusses and reviews opportunities for the optimization of assigned work programmesPerforms similar other or related duties as and when assigned by direct supervisor.Reporting project costs budgets, commitments, forecasts, actual cost, expenditure and cost variance. Reports are to meet requirement of Dolphin Management and partners including summary and detail cost analysis. Cost risk analysisPreparation of detail cost analysisPreparation of project forecasts and estimate to completeInterface with planning and scheduling for timeline analysis, risk management, cost forecast.Setup budgets, cost forecasts and cost reporting using SAP PM module.Preparation of the DEL Interface Schedule – for respective EPC – Sub ProjectVerifying the adequacy of Contractor’s proposed Project Work Time Schedule and potential impact.Ensure that the Project Work Time Schedule to be prepared in accordance with Exhibit C (Schedule), Exhibit G5 (Planning & Progress Measurement Procedure)Advise the assigned Lead Discipline Engineers accordingly.Review and consolidate the comments from all other parties.Monitoring and analysis the Work Time Schedule and publishing the action list to Contractor on monthly basis and advising other Managers accordingly.Participate in all meetings with the respective contractors where planning and progress reporting issues are part of the meeting content.Auditing the Project Work Time ScheduleAccepting / Rejecting the Project Work Time Schedule for Overall ProjectProgress Measurement and reporting requirements.Verifying the adequacy of Contractor’s proposed Progress Measurement methods.Ensure that the Progress Measurement Sheets to be prepared in accordance with Exhibit B Schedule A – Lump sum Prices and Exhibit G5 (Planning & Progress Measurement Procedure)Advise the assigned LDE accordingly.Review and consolidate the comments from all other parties.Monitoring and analysis the Progress MeasurementParticipate in all meetings with the respective contractors where planning and progress reporting issues are part of the meeting content.Auditing the Progress Measurement with Work Time ScheduleUpon approval of the monthly update of the contractors progress report, the update information will be used to update the DEL Integrated Schedule Level 1 – EPC Element – Sub Project, for submission to the Lead Planning Engineer for Merger into the master database for analysis.
